Picnic Shelter City Park

The Picnic Shelter at City Park is completed.  Shelter floor has been poured.  Electricity is available at the site.

Watch future newsletter for date and time for dedication ceremony to City.

This facility is a great addition to the City of Tiffin.  Inquiries have already been received at City Hall for reservations of shelter.  City Council will meet and develop procedures for reserving the facility.

Contributions to the Community Fund will continue to be received for additional projects to be selected by the Board.  Endowments to the Community Fund are also encouraged and state tax credits are available.

 

CCA Softball

Congratulations to the 2010 CCA Girls Softball team.  These outstanding athletes bring great pride to the Clear Creek Amana communities for their sportsmanship and outstanding accomplishments.

 

Frisbee Golf Course

Work has been completed re-setting the nine-hole Frisbee Golf Course.  The first station starts near  the East Tiffin Welcome sign near Jasper Ave. and winds over the bridge and around the ball fields and ends up on the west end of the City Park.

 

2010 Baseball Fields

Fifteen registered teams scheduled and used the Tiffin baseball fields this season.  Many of the teams are already planning schedules for the 2011 Season.

Due to the many rainouts this season, adjustments will be made to paid fees and coaches will be notified shortly.

 

 

Metropolitan Area Trail Maps

Updated 2010 Iowa City Metropolitan Area Trail Maps furnished by the Johnson County Council of Governments are available at City Hall free of charge.

The 2009 section of the Tiffin Trail has been updated on the map and the next proposed sections involving Tiffin are detailed on the map.

 

                           

AmeriCorps VISTA Volunteers

 

Volunteers have been re-painting fire hydrants around the community.  Much of the work has been accomplished in the evenings and on week-ends. 

The volunteers will continue to assist the City with various projects in the next few months while weather permits.

 

 

 

Return to School

 

First day of school for 2010-2011 is Wednesday, August 18, 2010 for the Clear Creek Amana students. Welcome to new Superintendent Dr. Denise Schares.

 

School officials have notified us the Access Road and Walking Trail between the Middle School and the High School will be open by the start of classes.

Students, who walk between the schools, need to use this route and not use the Hwy 6 shoulders for travel.

 

There will be a few changes to the bus routes and most parents have received the letter explaining the changes.  If you have not received your letter, please contact Carol or Sarah at the district office at 828-4510.

 

Stop signs at the crosswalks near Roberts Ferry Rd and Hwy 6 will be in place again this year, per the schedule set by the Ia. Dept of Transportation.

Animal License Renewal and Control

Renewal fee is $10.00 after July 1, 2010. Current vaccination records including rabies must be presented with application.  Applications can be obtained at City Hall.

Ordinance allows for three dogs and cats in a residence. Pets at seven months and older need to be licensed.

Chapters of Code of Ordinances and Iowa Code are available for viewing at City Hall upon request. Resolution 2010-06 established fees for cost of copies.

 

 

Trash Bags and Cans

Johnson County Refuse has been experiencing problems with over weight cans and bags causing injuries.

They will no longer be able to pick-up cans larger than 35 gallons.

If a trash bag is overweight, they will not be able to pick it up either.  If the can or bag is too heavy for you to lift comfortably then it is too heavy for the workers to lift.

Peddlers and Solicitors

 

Numerous calls have been received regarding Peddlers and Solicitors going door to door.  NO permits have been issued to any of these sales people at this time.

You have the right to refuse entrance to anyone.  Ask them for identification and their permit. 

Call City Hall during business hours 8:00 to 5:00, or after hours the Sheriff’s Department, if you are suspicious of these sales persons.

Local School children, 4-H, church youth, and Scouts do not require a permit to sell door-to-door.  But you can inquire to verify their authenticity, because there are groups posing themselves as local youths, but they are truly peddlers and solicitors.

 

 

Yard Waste

 

Residents can dispose of yard waste, (which also includes brush and branches) at the City Burn Pile located near Water Plant, south of railroad tracks, south of 2nd St on Brown St. Signs indicate where pile is located. Gates are open: 8am – 4pm Monday through Friday

and the first Saturday of each month 8am – 12pm.

 No trash, paper products, furniture, or chemicals. These trash items must be picked up at your expense and hauled to the Iowa City Landfill, as well as paint, oil, and hazardous materials.

Call Ed Johnson, (319-331-4954) Building Official, for clarification of need for Building Permits.

Driveways and extensions, sheds, fences, sidewalks, some retaining walls and large landscaping projects, re-roofs, trenching, underground work and room remodels are examples of possible needs for a building permit.  

Fences on property lines require recorded neighbor agreements before issue of fence permit.

The City of Tiffin is following the State of Iowa Division of Labor requirements when a contractor must be registered with the State of Iowa.  Additional information can be found at: www.iowaworkforce.org/labor/contractor.

CITY COUNCIL SPECIAL MEETING

June 23, 2010

Mayor Royce Phillips called meeting to order at 6:37 pm.

Roll Call of members present Chris Ball, Jim Bartels and Travis Weipert.  Absent: Mike Gericke and Mark Petersen.

Also present Tiffin Fire Association Trustee Members Mick Allen and Gene Charbon, Fire Chief Brian Detert and several Tiffin Fire Department members and City Clerk Ruth Demuth.

Motion made by Weipert and seconded by Ball to approve agenda for special meeting. All actions approved by Ayes and carried unless so noted other.

Mayor Phillips opened the floor to the Tiffin Fire Association.  Mick Allen presented information regarding un-budgeted expenses for E85 equipment and supplies for new fuel pumps located at recently opened Kum & Go Convenience Store in Villages Development.  Motion made by Jim Bartels and seconded by Chris Ball to reimburse Tiffin Fire Association for expenses for the amount of $12,736.35 for E85 fuel pump fire protection. Suggested that Mayor Phillips contact the Krause Gentile Corporation for reimbursement of costs.

Fire Chief Brian Detert asked City Council to consider amending Zoning Ordinance and Design Standards to require all new commercial buildings to have sprinkler systems installed regardless of size of building. 

Chief Detert asked Council members to consider passing an Ordinance to allow the City to recoup costs for the Fire Department to cover costs involved for multiple false alarm calls.  Detert presented a copy of the current Ordinance in place in Coralville covering their false alarms.  Mayor Phillips suggested that topic be discussed at the July 2010 Work Session.

Motion made by Weipert and seconded by Bartels to purchase a city utility truck for Public Works at the cost of $42,130, to replace the F350 truck that is completely nonfunctioning.  Ayes: Bartels, Weipert.  Nays: Ball. Absent: Gericke, Petersen.  Motion made by Bartels and seconded by Weipert to approve Resoution 2010-32 to authorize the Mayor and City Clerk to begin financing of the replacement truck with a loan to currently be paid with utility revenues and Street Revenue Funds.  Ayes: Ball, Bartels, Weipert. Absent: Gericke, Petersen. Council members requested that Public Works to develop an equipment replacement schedule for future planning.

Motion made by Ball and seconded by Weipert to approve Resolution 2010-31 Approving the special alcohol permit for Slim’s for the 2010 Tiffinfest on July 9 and 10, 2010. Ayes: Ball, Bartels, Weipert. Absent Gericke , Petersen.

WORK SESSION

June 23, 2010

Roll Call of members present Chris Ball, Jim Bartels, Travis Weipert. Absent: Mike Gericke, Mark Petersen. 

Also present City Clerk Ruth Demuth.

Motion made by Weipert and seconded by Ball to approve Agenda.

New Business:

Council members requested further discussion on Yard Party requests be placed on future Work Session. 

Council members reviewed request made by the Clear Creek Amana School District to receive a lower rate for over sized water meters installed at the new high school and sports complex. Council members requested Mayor Phillips contact new Superintendent and discuss request with Ms Schares and a school board member and invite to or report back to July 2010 Work Session.

Old Business:

Mayor Phillips reported to Council members of meeting with Harding Concrete regarding the status of completion of the crosswalks at Stephans St and Hwy 6 intersection.  Discussion held on selecting repairs for 2010 Street and Curb repairs.  An estimate of sites to be developed per Iowa Code specifications and competitive proposals to be forwarded to various concrete contractors.  Competitive proposals to be reviewed by Council members at July 2010 Work Session.  Discussion held on Roberts Ferry Rd medians and further discussions tabled for future Work Session. Mayor Phillips reported that IDOT has given clearance to proceed with appraisals for Ireland Avenue Extension. Council members reminded to review current concept drawing on display at the Solon State Bank and plan for final design plan. One more Public Hearing is planned before final approval of design plan.

Discussion tabled on Ned Allen driveway and Bill Grace driveway, no new information available.

Discussion held on sidewalks for CCA Schools and future sidewalks to and from tunnel under Hwy 6.  Mayor Phillips reported that IDOT requires tunnel sidewalks be placed within five years of placement of tunnel.  Council members suggested planning for sidewalks with TIF funds.

Inquiries were made on the completion of the Lilac and Potter St sidewalk project.

Mayor Phillips suggested setting a Public Hearing for City Park Site Plan Designs for August 2010 regular City Council meeting.  Request to be placed on July 14, 2010 City Council agenda.

It was reported to council members that electricity will be connected to City Park before Tiffinfest. Depending on weather Alliant Energy and Steve’s Electric will proceed as soon as possible. Costs for the installation will be higher than previously reported to council members.

Discussion on Park Shelter reservations tabled until construction of shelter is completed.

Council members discussed the recent issue of requiring residents to connect to city water and sewer services.  Attorney Greenleaf had forwarded to council members, his interpretation of the Iowa Code as recently adopted under the Code of Ordinances.  Suggested by council members, if necessary, to place a resolution addressing the issues on the regular July 14, 2010 City council agenda.

Scheduled fees for building inspection issues and zoning fees tabled for further review.

Brief discussion held on continuing efforts to develop comprehensive trail plan within and near city boundaries, Municipal Building plans, future City Administrator and other officials’ positions, and website development.

Community Forum:

No Participants and no representatives from Sheriff’s Department present.

Motion made by Bartels and seconded by Weipert for approval of City Council minutes for June 9 and 23, 2010 and July 10, 2010 meetings.

Motion made by Gericke and seconded by Bartels for approval of receipts and expenditures.  Council persons suggested transferring Operating Funds to other investment sources until needed for designated projects.

Motion made by Ball and seconded by Weipert to open Public Hearing for final adoption of Code of Ordinances.  No comments received or voiced.  Motion made by Ball and seconded by Petersen to close Public Hearing.

Motion made by Weipert and seconded by Gericke to read by title only Ordinance 2010-303 Amending Official Zoning Map Ordinance 2007-287 of City of Tiffin, Iowa by Re-Zoning Two Joining Lots 316 College St and 221 W Marengo Rd from Current Zoning to C2-B Zoning District. Council person Gericke introduced Ordinance 2010-303 for approval of second reading, seconded by Council person Weipert.  Approved and placed on third reading. Council person Bartels introduced Ordinance 2010-303 for approval of third reading, seconded by Council person Gericke.  Five members of Council being present and voted Aye, Mayor Phillips declared the motion carried and Ordinance 2010-303 passed and adopted.

Motion made by Gericke and seconded by Bartels to read Ordinance 2010-304 Providing For The Division of Taxes Levied on Taxable Property in the 2010 Addition to the Tiffin Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa by title only.  Council person Gericke introduced Ordinance 2010-304 for approval of second reading, seconded by Council person Bartels. Approved and placed on third reading. Council person Bartels introduced Ordinance 2010-304 for approval of third reading and seconded by Weipert. Five members of the Council being present and voted Aye, Mayor Phillips declared the motion carried and Ordinance 2010-304 passed and adopted.

Discussion on Allen Driveway tabled until future meeting.  Grace Driveway discussion held on possible solutions to prevent rock from washing onto street and sidewalk.  Committee will continue to review with landowner for possible solution and report back to City Council.

New Business:

Discussion held on funding sources for E85 expense reimbursement to Tiffin Fire Dept Association. Motion made by Gericke and seconded by Bartels to use Local Option Sales Tax monies for reimbursement. Motion made by Gericke and seconded by Weipert to read Resolution 2010-25 by title only.  Motion made by Weipert and seconded by Gericke to approve Resolution 2010-35 Approving Reimbursement Payment to Tiffin Fire Department Association.  Five Council members being present and voting Aye for approval, Mayor Phillips declared Resolution 2010-35 passed and adopted.

Discussion held on Water and Sewer Services within city limits.  Attorney Greenleaf had left information for Council members to review newly adopted Code of Ordinances pertaining to the issues. 

 

Discussion held on need to develop ordinances for Recoupment Fees for Tiffin Fire Dept for answering false alarms and Sprinkler Systems in all commercial, industrial, and institutional buildings with city limits. Suggested to review Coralville’s Ordinances on these issues. Motion made by Ball and seconded by Gericke to place further discussion of issues on July 28, 2010 Work Session agenda.

Projects:

Mayor Phillips reported that Villages Development has applied for Affordable Housing Grants to build additional housing in Villages Development.  Developer still searching for additional businesses in development.

Engineer reported that Summers Enterprise needs to complete the testing of water main.

Phase Four Trails plans continue to proceed. Council members reviewed concept drawing of trail to I380. Mayor Phillips and Council person Ball reported on grant that Johnson County and adjoining cities are developing called TIGR to help expedite future plans for trail development in area.

Motion made by Bartels and seconded by Petersen to set Public Hearing for Tuesday, August 10, 2010 at Springmier Library at 6:30pm, on Ireland Ave Extension Project for final comments before submitting design plans to IDOT to proceed with Project.  Concept drawing on display at Solon State Bank lobby.

Council members reviewed concept drawing of future City Park Improvements and discussed methods of development. Motion made by Bartels and seconded by Petersen to set Public Hearing on City Park Improvements for August 10, 2010 at Springmier Library at 6:30pm. Mayor Phillips reported on action taken by Iowa DNR on the release of the Bigelow Lot Four for future park development.

Engineer reported that Rolling Hills Phase Four needs any additional inspection before filing for Final Plat.

Council members suggested reviewing Roberts Ferry Rd design plans at July 28, 2010 Work Session.

Reported to Council members that I-Jobs grant request for water main under I80 was denied for funding. Suggested to review future planning at Work Session.

Council members suggested that discussion on Municipal Building be tabled for a few months until report received from IDNR on release for future development. Five Year Capital Improvement Plan tabled. Engineer reported on preliminary plan for Jasper Ave improvements.

Reports:

Council members discussed progress of Picnic Shelter being built in City Park by Tiffin Community Fund volunteers.

Council members suggested ordering picnic tables and a possible grill for Shelter.

Final expenses for Tiffinfest not available to complete report for receipts and expenditures.

Council members appointed to represent City on Library Board had no new information to report to City Council members.

Engineer Hart reported that his office will have statistics available for Council members on future Water Tower.

Motion made by Ball and seconded by Petersen to approve Public Works estimate for 2010 street repairs and proceed with obtaining proposals for July 28, 2010 Work Session.  Motion made by Gericke and seconded by Weipert to read Resolution 2010-33 Authorizing the Purchase of City Utility Truck with Loan Financed Through Solon State Bank by title only.  Motion made by Gericke and seconded by Bartels to approve Resolution 2010-33 for the amount of $42,130. Five Council members present and voted Aye for approval, Mayor Phillips declared Resolution 2010-33 passed and adopted.

City Clerk suggested that the review of the Investment Policy, Zoning Fees, Railroad Noise Ordinance and Geo Caching within City limits by Council members be placed on the Agenda for the July 28, 2010 Work Session.  Reported that a resident had inquired on placing a fishing dock on the Ponds Ct retention pond.  Council members discussed issue and advised not placing docks on pond at this time.

Council persons Ball and Weipert reported on the progress of the website and the City Manual.  Suggested that further discussion be held at July 28, 2010 Work Session.

Mayor Phillips asked that September 2010 City Council meetings be rescheduled to the third and fifth Wednesdays of the month.

Motion made by Weipert and seconded by Ball for adjournment at 9:20pm.

 

Tiffin Fitness Club at Grace United Methodist Church

 

Many of the nearby communities have a recreation department that offers fitness classes to residents at a discounted rate.

Although Tiffin does not yet have a recreation center to house such classes, the Tiffin Fitness Club at Grace UMC is ready to help you achieve your fitness and weight-loss goals. We offer a supportive and encouraging environment where you can get started and stay motivated. 

 

Three different types of fitness training are available, and each class is designed to be accessible to people at all levels of ability from active athletes to senior citizens. 

Aerobics classes are offered Tuesdays (1:00-1:45 pm), Thursdays (9:30-10:15 am) and Saturdays (8:30-9:15 am).  Strength training classes are offered Mondays (6:30-7:15 pm), Wednesdays (4:00-4:45 pm) and Fridays (8:30-9:15 pm). 

 

In addition, individuals and groups may sign-up to use our Wii game system equipped with Wii Play (table tennis, billiards, fishing), Wii Sports (tennis, baseball, bowling, golf) and Wii Fit Plus (yoga, balance, strength and aerobic training).

 

All classes are free throughout the month of August.
